The relationship between the American people and Congress is a curious one. Taken as a whole, Americans almost think less of Congress than Gulag inmates thought of Josef Stalin. The latest Real Clear Politics poll average puts Congress’ approval rating at a mighty 13.2 percent.
With a number like that, you would think incumbent congressmen and senators would be cut down by the voters on election day like wheat by a scythe. Yet the incumbency rate for the House of Representatives since 2000 is 93.8 percent, while the rate for the Senate stands at 84.5 percent. Clearly there is some kind of disconnect here.
While most people really hate Congress as a body, they seem not to have too many qualms about their local representatives. The typical line goes something like this: “Sure, those bozos in Washington are all grifters, pimps, crooks, and depraved reprobates, but, you know, my guy’s all right.”
