Ten years ago in Columbia County, after a rash of prostitution-related arrests centered around seedy massage parlors, county officials knew they had to take action.
Calling together legitimate massage therapists, they worked together to create regulations for operating such businesses.
The result included licensing and inspections for those businesses – minimum requirements that legitimate operations had no problems meeting, but which made it tougher for the phony parlors to continue.
A few random arrests occasionally occur from businesses on the edge, but on the whole the massage industry in the county has been cleaned up.
Next stop: Tattoo parlors.
There haven’t been any complaints about the small handful of tattoo businesses in Columbia County. But right next door, Augusta officials have been making plans for setting regulations for tattoo parlors. Without similar regulations here, Columbia County could be in danger of becoming the dumping ground for unlicensed artists chased across the county line.

Loudoun authorities on Friday said the investigation into a massage parlor led to the arrest of a California woman on a charge of prostitution and a Vienna man on a charge of soliciting prostitution.
The Loudoun Sheriff’s office began investigating King’s Therapy in the 100 block of East Holly Ave. in Sterling after receiving several complaints, officials said.
They said a search warrant was executed at the business.
Nissanke Weerasinghe, 56, of Vienna, was charged with soliciting prostitution, authorities said.
Sun Ah Im, 33, of California was charged with prostitution and allowing massages to be performed without a valid permit.
Two other women were charged with performing massages without a license.
Loudoun authorities have announced the results of other massage parlor investigations in recent months.

Hawaii is one of six states that do not have any laws against human trafficking, and each one of them — Massachusetts, Ohio, South Dakota, West Virginia and Wyoming — is a hole in what should be a national safety net. Without strong and vigorously enforced statutes, these states not only risk becoming unintended havens for traffickers, but when confronted with the crime they are more likely to rely on outdated prostitution laws instead of up-to-date laws regarding modern slavery. The Aloha State, however, is poised to leave this small club of outliers and become the 45th state to enact anti-trafficking legislation; we encourage Gov. Linda Lingle to sign the legislation now sitting on her desk.
The bill is not perfect; it focuses solely on sex trafficking, making it a felony, and does not address the thriving business of trafficking in slave labor, which in the U.S. is even more common. According to the U.S. Department of Justice, hundreds of thousands of people are at any given moment being forced or misled into working in hotels, agricultural fields and janitorial services in addition to brothels, strip clubs, massage parlors and other commercial sex outlets.

According to the US Department of State, the MSAR “is primarily a destination, and to a much lesser extent, a source territory for women and children subjected to trafficking in persons, specifically commercial sexual exploitation.” Victims, the 2010 report reiterates, are primarily from mainland China, Mongolia, Russia, and Southeast Asia, with many of them from inland Chinese provinces who travel to the border province of Guangdong in search of better employment.
“They fall prey to false advertisements for jobs in casinos and other legitimate employment in Macau, but upon arrival, they are forced into prostitution.
“Foreign and mainland Chinese women are sometimes passed to local organised crime groups upon arrival, held captive, and forced into sexual servitude,” the report points out.
It adds that Chinese, Russian, and Thai criminal syndicates are believed to sometimes be involved in bringing women into Macau’s commercial sex industry.
“Victims are sometimes confined in massage parlours and illegal brothels, where they are closely monitored, forced to work long hours, have their identity documents confiscated, and threatened with violence; all factors that make it particularly difficult for them to seek help,” the US Department of State says.

MT. VERNON — Now that the Jefferson County Board has declared the county as a Recovery Zone to allow the Mt. Vernon Township High School and the city to use a total of $4.4 million in bonding, there is still more than $6.6 million in bonding ability available to private companies.
“The bonds can be used for private sector projects that typically would be ineligible for tax exempt bonds,” Jefferson County Development Corporation Executive Director Mary Ellen Bechtel explained. “It gives companies the ability to access that bond feature, which lowers their interest rate.”
Recovery Zone Facility Bonds, also known as Tax Exempt Private Purpose Bonds, permit the county to provide the tax exempt financing to projects such as office buildings, warehouses and storage facilities, commercial development, retail business, shopping centers, auto dealerships, restaurants, hotels and medical office buildings. According to information from the U.S. Treasury Department, the bonds can’t be used for residential rental facilities, golf courses, massage parlors, country clubs, health clubs, hot tub facilities, liquor stores or gambling facilities.

Washington DC Massage Parlors: Leesburg Police Raid Massage Clinic; Three Suspects Charged

Investigators form the Loudoun County Sheriff’s Office, Loudoun County Fire Marshal’s Office and federal officers from Immigration and Customs Enforcement joined in executing the search warrant at the Cardinal Clinic Center.
Three people were charged.
Pung Cha Zorn, 64, of Ellicot City, MD, was charged with residing in a bawdy place and was being held on a $2,500 bond.
Young Jo Truman, 44, of Laurel, MD, was charged with residing in a bawdy place and unlawful acts of a massage therapist. She was held on a $3,500 bond.
Pyoung Un Roy, 49, of Annandale, was charged with residing in a bawdy place and unlawful acts of a massage therapist and also was held on a $3,500 bond.
The action follows two raids last month on massage parlors operating in Sterling that resulted in similar charges against workers.

Bibb County Commission Chairman Sam Hart left for Washington, D.C., on Tuesday between the government’s committee meetings and its night meeting. That put Joe Allen in charge — for the first time in his 19 years as a commissioner.Allen, the vice chairman, seemed proud of how fast the county business got done, and he beamed as he signed a county ordinance cracking down on the city’s illicit massage parlors.
Separately, Chief Administrative Officer Steve Layson pointed out some unusual wording on the commissioners’ agenda: “Consideration of adoption of County ordinance respecting Massage Parlors.” Layson said that was meant more as an ordinance considering massage parlors. Commissioner Lonzy Edwards said the ordinance, in fact, disrespected the massage parlors.
